Legislative Update | State of the State & Proposed Budget

All bills have now been filed for the 2024 legislative session and Governor Lee delivered his sixth State of the State address on February 5 rolling out a proposed $52.6 billion budget for FY24-25.  The budget the legislature will now consider for approval is lower than last year due to expiring federal funds discontinued after FY24.

Governor Lee’s major initiatives include franchise tax reductions, streamlined permitting, rural health initiatives, social media/technology regulation and expanded school choice. Several non-recurring grant programs were not included in the budget, most notably for AIA TN the Historic Development Grant Program was not included. We are speaking with stakeholders and allies as we plan to advocate for the continuation of funding for this program.

Activity has picked up in both House and Senate committees. Bills that AIA TN’s government relations team and committee are actively engaged in and/or monitoring are related to third-party reviewing, zoning reform, affordable housing, state procurement, and building codes and are based on legislative priorities set forth by the AIA TN Board of Directors. The Government Relations committee led by Trey Wheeler, AIA, meets on a weekly basis to review the legislation, discuss strategy and determine the best path forward.
